    Job Description
    Summary: The Field Library, the public library for the City of Peekskill and Town of Cortlandt, is seeking a Part-Time Human Resources Administrator. The Human Resources Administrator will be responsible for processing payroll on a biweekly basis, administrating benefits, employee relations, training, performance management, onboarding, policy implementation, recruitment/employment and employment law compliance.
    Duties include, but are not limited to:
    • Administers various human resources plans and procedures for all library personnel; assists in the development and implementation of personnel policies and procedures; prepares and maintains the employee handbook and policies and procedures manual
    • Processes biweekly payroll, calculates timesheets, and maintains employee leave records
    • Administers the compensation program; monitors the performance evaluation program and revises as necessary
    • Performs benefits administration, including claims resolutions, change reporting, approving invoices for payment and communication benefits information to employees
    • Conducts recruitment efforts for all exempt and nonexempt personnel, students and temporary employees; conducts new employee orientations; writes and places employment advertisements
    • Handles employee relations counseling, conducts complaint and grievance investigations and exit interviewing
    • Participates in staff meetings and attends other meetings and seminars
    • Maintains library organization chart, emergency contact directory, and the employee directory
    • Maintains compliance with federal, state and local employment and benefit laws and regulations
    Knowledge, Skills, and Abilities:
    • Bachelor’s degree in Human Resources required
    • 3-5 years of Human Resources experience required
    • Bilingual (Spanish/English) fluency preferred
    • Strong computer skills required
    • Excellent interpersonal, communication and organizational skills
    • SHRM-CP certification preferred
    • Ability to develop and maintain a positive working relationship with fellow employees and supervisor
    This is a part-time, non-exempt position. Approximately 20 hours per week. Starting salary: $33/hour.
